Roger is currently head of department at the VAT Directorate at the Lebanese Ministry of Finance and also head of IPSAS committee within the ministry, a TADAT assessor, a higher education lecturer and an expert facilitator special-izing in taxation, IFRS and IPSAS.

Roger is a member of the Arab Federation of Accountants and Auditors, a member of the Institute of Internal Auditors in Lebanon and a member of the Lebanese Transparency Association. He holds a PhD in Management Science (University of Picardy Jules Verne), an ACCA Diploma in International Financial Reporting (DipIFR), an ACCA Certifi-cate in International Financial Reporting (CertIFR), an ACCA Certificate in International Auditing (CertIA), an ACCA in Data Analytics (CertDA), an ACCA Certificate in Public Financial Management (CertPFM), an ACCA Certificate in International Public Sector Accounting Standards (CertIPSAS), an ACCA Certif-icate in Sustainability for Finance (CertSF), a CIPFA Diploma in International Public Sector Accounting Standards (DipIPSAS) and an IMF certificate in Gov-ernment Finance Statistics (GFSx), as well as, a Forensic Accounting and Fraud Examination Certificate and an Advanced Financial Reporting Certificate. He is also awarded the professional designation of Certified Internal Auditor (CIA) by The Institute of Internal Auditors (IIA).

He has occupied the position of the director finance centre of excellence in Health Holding Company – KSA providing technical advisory support on finance transformation and operation matters. Roger has been as well part of several projects for the development and delivery of VAT technical policy and legislation in the region bringing an understanding of VAT from a technical, commercial and local perspective and building consensus on key issues. Roger has a strong mix of academic and professional experience in the two fields of accounting and taxation. With over 20 years of extensive experience at the Lebanese Ministry of Finance, as well as being an active professional trainer and speaker, with speaking engagements at international conferences across the region and delivering specialized seminars, makes him one of the best references to provide trainings related to the advanced accounting and taxation system.He is the author of several books, articles and reviews.

In addition to his role as an Assistant Professor at various universities in Lebanon, Roger has also been a subject-matter expert at ACCA since 2018, delivering training on capac-ity building and consultancy projects for public sector, national accountancy bodies, as well as private sector.

Roger is known for his easy approach, practical experience, and the ability to communicate effectively as trainer through considering learning rather than regular teaching.
